There are two versions of the semantics doc on my website. http://www.ihmc.us/users/phayes/RDF_Semantics_LC2.1.html http://www.ihmc.us/users/phayes/RDF_Semantics_LC2.1_NFC.html The first (yesterdays one, now in shadow space) has strings MUST be in NFC, the second has SHOULD be in NFC. Unless things change, according to the resolution we just voted, the second is the appropriate one to use.
