Another tweak to replace "are permitted" with "MUST":

   If the server uses absolute URLs in response XML elements, then the 
   URI MUST consist of the request-URI of the collection resource extended 
   by a sequence of 0 or more slash separated pathname segments.  
   Alternatively, the server MAY use relative URIs in which case the Base 
   URI used for computation MUST be the Request-URI and the relative URIs 
   MUST begin with a slash.
