Geoff proposed text which didn't take into account the possibility of relative
URLs, which Apache does. Here's a modification proposed:
If the server uses absolute URLs in response XML elements, then the
URI MUST consist of the request-URI of the collection resource extended by a
sequence
of 0 or more slash separated pathname segments. Alternatively, the server
MAY use relative URLs beginning with a slash, which the client MUST
resolve using the host information in the Request-URI.
