Hi Lisa,

could you please make sure that the file on ietf.webdav.org is indeed 
well-formed XML? It currently contains several non-ASCII characters that 
cause XML parsers to choke on it (a fixed version is at 
<http://greenbytes.de/tech/webdav/draft-ietf-webdav-rfc2518bis-latest.xml>).
