There doesn't seem to be many (or any?) clients that use the NOT support of the
If Header. Thus we have no interop testing. Yet it was mentioned as something
that might be helpful to let clients submit lots of lock tokens in discussions
on rewriting the IF: header in October 2002. Those discussions are complete as
of entry of this issue in this file.
