2518 says that a server only needs to evaluate the portions of the If: header
that it finds appropriate. This underminds the stated primary purpose of the If
header: for the client to submit assertions on the request because the server
might ignore a few assertions and just go ahead with a request and the client
doesn't know if the assertions were evaluated or not.
