unempl claim mishandled

how do i get NO office to quit giving me the run around about unempl claim  sent to them 11/05/2004...today lady there says ser rep has to take walk ins and cannot call me...i talked to him mon. and he did not call back like he said

can we file claim direct to VA and will they take copies...original dr. signature went to DAV
