I don't consider this issue closed. We can't expect spec readers to deduce the
questions based on reading several specs and intuiting all the details of the
models that the spec writers had. I agree it's too bad RFC2518bis isn't done but
even if it were there would still be work to be done in bindings to say what
lockdiscovery looks like, and how UNLOCK must work.
