FWIW, a document becomes a standard when the IESG says so, not when it is published as an RFC. If the IESG blesses draft-hansen-2717bis-2718bis-uri-guidelines, the new guidelines could take effect as soon as IANA can change its policy; the IESG can ask for that to be expedited as well. --Paul Hoffman, Director --Internet Mail Consortium
