Okay, I tested Netscape 4.61 (for OS/2) again, but it's really
"non conformant" (= it gets the file in the root directory).

No idea why your Netscape 4.5 behaves, are you sure about it ?

No browser should like it in the location field, it's only used
to mark URLs within plain text (incl. news articles, where the
notation <stuff> is generally used for Message-IDs)

Maybe it becomes more popular with IRIs, <URL:url> is no IRI,
no URN, no Message-ID, and no nonsense.  Okay, the latter is
not guaranteed, <URL:about:mozilla> or <URL:mocha:17+4> ;-)
