Relative file URIs

Hi,

Is it equivalent to use

"./foo.pdf"
and
"<file:/./foo.pdf>file:/./foo.<file:/./foo.pdf>pdf"  or 
"<file:///./foo.pdf>file:///./foo.<file:///./foo.pdf>pdf" ?
