URI syntax checker in C

Hi,

   Is there a URI syntax checker in C available? I hope for the
following features

  * Check URIs and URI references
  * Check the generic syntax
  * Check relative and absolute URIs
  * Check common schemes like http
  * ...

Same question for something written in Perl and for both languages a
checker for IRI syntax :-)
