It's not clear to me from what you've said whether you think that changing just the name of the document would achieve this goal, or if you think that there is material that would in that case be removed from the document (to which Roy has already stated his objections). Before I'd say whether this works or not, I'd want to see more specifically what you are proposing -- because I suspect that worldviews are sufficiently at odds that there isn't agreement on what this document _should_ look like.
