Subject: no scheme names starting with punctuation

Pete Resnick has suggested that the URI syntax be changed to
disallow schemes that start with punctuation (+, ., -).
Although we're unlikely to register such a scheme, it's allowed
now by the BNF.

Most implementations don't check, but there are other things
they don't check for either.

Are there any private schemes that would be affected?
