Broken links on your W3 page / how do I...

Some of the links on http://www.w3.org/MarkUp/Forums are broken, notably http://www.eit.com/goodies/lists/www.lists/

I would like to submit a proposal for a new tag - where do I do that?

The tag in question is <preprocess>....</preprocess> tag, which would be ignored by all browsers (just render the html/text within). This tag is being proposed for use by preprocessors which could make alterations to the contained data before sending to the client.

I copied this both to uri@bunyip.com and connolly@w3.org so if you receive the second copy too, ignore it.
