Is it possible to write IPv6 address in URL?
If so, it might be as follows:
   http://0123:4567::89ab:cdef:8080/welcome.html

In this case, how can we recognize whether the last number `8080' is
a part of IPv6 address or a port number?  Is there any I-D?
