Leslie, I do not know if you are familiar or not with the work of Prof. Gio Wiederhold from Stanford -- he has coined (I believe) the notion of "mediator" as a software module that exploits encoded knowledge about some sets or subsets of data to create information for a higher layer of applications. He has written a paper (*) wherein he positions mediators in the context of an architecture for future information systems. While reading your draft proposal on URAs, it did appear to me that some aspects might have sufficient commonality in terms of abstract functionality for you to benefit from his work (or maybe the other way around for that matter...).
