I think that having a registry of attribute sets and calling the
attribute set identifier up in the beginning of the URC will get us
(uri@bunyip.com) out of the business of defining any 'standards' for
attributes. I'm reluctant to try to chart a course through those
waters that IAFA had so much trouble with.
