Some good news:

Denis (cc'ed) upgraded W3C's ReSpec builder to host its own copy of the
specs it's building, so that it no longer relies on GitHack.

I was able to switch to raw.githubusercontent.com instead of GitHack for
building HTML documents (which are mainly used for working group
chartering).

As a result we were able to completely move off of GitHack, so things
should be back to normal now.

Please let us know if that isn't the case.
