Github "draft" pull requests

Hi standards folks,

Just wanted to bring your attention to a new "Draft Pull Request" feature GitHub has rolled out. Looks like a nice way for people to put up early proposals for discussions, etc.

They are not really any different to actual pull requests but could take some pressure off people who are shy about making contributions :)
