I gave an update earlier this to the W3C Advisory Board on the status on revamping our /TR approach. Folks here might be interested as well. The slides are at https://www.w3.org/2017/02/tr-versioning/ It's short, doesn't show any new design, and leaves plenty of items unanswered but it does help understanding the current thinking/direction.
