Right but the policy changed since the beginning. New areas are in the date space: http://www.w3.org/2000/xp (no longer used) http://www.w3.org/2001/sw http://www.w3.org/2001/XKMS http://www.w3.org/2002/ws ... and all of them are W3C Activities.
