Accessibility Improvement Assistance or Sharing an Example

Hey there!

Our Cornell Lab of Ornithology<https://www.birds.cornell.edu/> / All About Birds team is working hard to improve accessibility and inclusion for all of our digital properties. To do this well, we often rely on your W3 team's guidance. I'm looking for some accessibility help or a link to an example/documentation you might share.

One immediate area of focus for our team is making our decorative hero banner videos compliant. We are in the midst of adding a play/pause toggle to all decorative hero banner videos so a user has control over whether or not to play them. Most of the decorative hero videos already have relevant captions (not to be confused with an in-video caption) that are part of the design. What we'd like to know is whether we can use an "aria-describedby" to help non-sighted users, especially since we already have the caption for visual users? I'd be happy with a link to documentation and/or an example of this recommendation for this setup.
