Technology and Licensing Related Query

To whom it may concern,

We write to you on behalf of a client that would like to write a WSDL  
document and publish it on the web.

We would appreciate it if you could advise (or refer us to the  
applicable person at W3C who could advise) whether our client is  
permitted to write a WSDL document and publish it on the web, and if  
so, whether there are any applicable licensing terms which would have  
to be complied with. If there are, we would be grateful if you could  
provide a link.
