Milton, I'll be more than happy to participate in any effort that may be mounted to render in StratML format the visions, values, goals, objectives, and stakeholders that are implicit in Executive Orders, OMB Circulars, and other policy documents. BTW, as revealed by this query, 242 of the 6,285 plans currently in the StratML collection reference "ocean" and 24 have relevant goals and objectives. 52 reference the SDGs. and sustainability ranks in the top 25 most frequently cited values. Innovation ranks third, below only transparency and accountability. Education is the most frequently cited goal, and among objectives, it ranks below only partnerships, training, and collaboration. Grok enhanced the StratML stylesheet to color code numeric performance indicators falling above and below the baseline averages. See, for example, the human freedom reports for 165 countries. Right now NO trackers exist to show the ramifications for science, technology, education and innovation. The International Science Council is making recommendations for a recalibration but I think it is important that we maintain US science, technology and innovation capabilities as a key objective as well. In order to do so we need to quantify and qualify impacts and ramifications for both US and international audiences. And we may even be able to get (private sector) funding at EU and US levels for trackers, projects and reports.
