I was looking at https://w3c-ccg.github.io/ld-proofs/ and tried to get
to the RDF Dataset Normalization document that it references.  All I
got at http://json-ld.github.io/normalization/spec/ was a 404.

The same IRI is used in https://w3c-ccg.github.io/lds-rsa2016/

This is either a problem to be solved now or a very bad harbinger for
the success of the working group.
