Colons in compact URIs, e.G. dbpedia:Category:Bluegrass_music

hi all,

is dbpedia:Category:Bluegrass_music a valid compact URI? 

It seems not, because http://www.w3.org/TR/curie/ says:

curie       :=   [ [ prefix ] ':' ] reference
reference   :=   irelative-ref (as defined in IRI)

RFC3986 says about relative-ref:

"A path segment that contains a colon character (e.g., "this:that")
cannot be used as the first segment of a relative-path reference"

And the definition of irelative-ref in RFC3987 seems to be the same in this
regard.

Yet, the tools I have tried so far - including the RDFa validator at
http://www.w3.org/2012/pyRdfa/Validator.html did handle this compact URI well.
