Hi Sarven Obligatory Disclaimer: These are my personal views and I work in Elsevier Labs. Essentially, my thoughts align with what Aliaksandr said. If a community is interested then I think a publisher in a journal would have a look. We have seen that with other kinds of content, such as software and data where there's real interest publishers have reacted.
