This examples shows that Springer can produce HTML out of LaTeX and
Word even for conference proceedings -
http://link.springer.com/book/10.1007/978-3-319-09846-3. Producing
HTML from HTML seems easier:), so I do not think it would be a
problem. However, for us (LNCS editorial) to discuss this with other
colleagues and make a decision there should be the clear community
need first. Once there is a number of conference organizers who would
like to deliver HTML as camera-ready to us, we'll include that in the
workflow.
Accepting HTML as format for submissions is a different issue - as
that decision would normally be with the conference organizers, and
Springer, for instance, would not have a say there.

IMPORTANT DISCLAIMER: those are my personal views and not Springer's
official views. Moreover, I work in editorial, while my colleagues in
production would have a stronger say there.
