The W3C Organization Ontology seems to fulfill many of the use cases you list: http://www.w3.org/TR/vocab-org/ <http://www.w3.org/TR/vocab-org/>
You may also review http://www.popoloproject.com/ <http://www.popoloproject.com/> which re-uses the W3C Organization Ontology and extends it to cover more use cases. It has mainly been adopted by civil society organizations creating tools to monitor legislatures.
