Linked Data with WebID ( http://webid.info/spec ) and Web Access Control ( http://esw.w3.org/WebAccessControl ) gives you access controled Linked Data. All Linked Open Data is access Controlled too: it is usually Read Only to a large part of the planet, and Read/Write to a small number of people. But the Access Control is usally implicit. By making it explicit with the WebAccessControl ontology - and so making ACLs themselves be LD - you can be a lot more flexbile on who has write access - improving the possibilities for cooperation along a large number of distributed actors - as well as being more restrictive on who has read access - and thereby making it possible to build an infrastructure respectful of privacy.
