A very important issue: The objective of providing internet access to citizens all over the world to empower them as stakeholders in the sustainable development of their countries, what role will the semantic web be able to fulfill as a suit of enabling technologies?

The issue is at the heart of ICT4SD or ICT for Sustainable Development.

The obvious starting point or point of reference is Dublin Core and its role in promoting open access and open repositories, the other is the Berlin declaration on Open Access to Scientific Knowledge of 22 October 2003, written in English  (Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities) and is one of the milestones of the open access movement. http://oa.mpg.de/lang/en-uk/berlin-prozess/berliner-erklarung/.
