Time and geospatial inference

Hello!

Could you please provide me some references to time and geospatial
inference? Which languages/technologies/langugages/ontologies/datasets do
support it? I just need some points to start. My goal is to compare
algorithmic imperative solutions I use now to inference-driven declarative
solutions I could use.
