The intent of that text was very much what the other groups have done,
discard the concept of RDF URI Reference and replace with IRI.
Basically that note was a standard's dance - an informative comment to
make a normative reference to a document that didn't exist (yet)
Doing the same edit to the RDF specs is one of the low hanging fruits
for new work in RDF, if it happens
