Read LCSH file (RDF format) offline

Hi,

I would like to read LCSH RDF file OFFLINE (without accessing Internet)
because the Internet access in my area has some limitations and costly.

I downloaded the RDF file into my PC, Could you please help me the way to
read it (human readable format) on my PC. I understand that I need to setup
some web-application locally in my PC...
