Networked Graphs provide precisely this, based on SPARQL. The motivation for using SPARQL is that expressing arbitrary queries in RDF becomes extremely verbose. The description still is RDF, but the rules used to construct a graph are literals containing SPARQL queries. There is shortcut syntax for operators such as imports (we named it contains), so if you only use set based operators you will not need to write SPARQL queries.
