I am not found of fragment identifiers for media, for two reasons: 1) A segmentation should be "shared" between all copies of a particular multimedia item - therefore, you need to have a distinction between manifestations and items, as in FRBR, and a segmentation holds at the manifestation level. 2) When dereferencing a # URI, you strip off the # part - so you'd have to retrieve the whole multimedia document even if you follow a link to a segment of it.
