It seems to me that the ability to make links between vocabularies and ontologies is important to avoid all this splintering of terms. I interviewed Marwan Sabbouh at Mitre corp, who had a high-level job of trying to get semantic web technologies adopted - yet his clients turned them down. If I understood and recall correctly, he said that the ability to easily build, add to and link between ontologies is a kind of 'missing link' that is needed to achieve adoption.
