It is a zip archive, with a manifest. The proposal also includes a new 
RDF-based manifest file.

No, but we've actually included some restrictions that will make 
writing one absolutely trivial. For example, we require the subject and 
predicate to be together on the same node (also, no QNames/CURRIEs).

Yes, in fact, it'd be a good way to learn XSLT; no advanced skills 
required ;-)
