It seems to arrange things into rdf triple sets. But I don't think it does most of what is discussed on this list since it doesn't expose semantics (how could it?) Semantic layers, either encompassing the content being searched, or provided by third parties producing known to be relevant and reliable ontologies would augment tools such as this.
