In reviewing proposals that were ripe for closure, I found some where "rejection" is the wrong word: they should be closed not because we reject the idea, but for other reasons, for example that the discussion on the issue has been so wide-ranging that the only way of taking things forward is to raise a new issue with concrete proposals. I therefore changed the text of the label to say "Proposed for Closure with No Action".
