Issues proposed for rejection

I have created a new label "Proposed for Rejection" to attach to issues that I think the WG should consider closing with no further action. We need to reduce the number of open issues and some of them I think have no chance of passing in their current form.

I suggest adding the issues in this category to the agenda so that we can make a decision on them.

Of course this is a democratic process and anyone is free to remove the label, for example if they think they can produce a concrete proposal that will achieve consensus.
