ACTION 2016-10-13-001: MK to add the Relax NG schema to the spec.

I have made the build changes needed to incorporate the Relax NG schema into Appendix H; it will appear next time I commit a new version.

Note that we now have two copies of the schema in the qtspecs directory (CVS) and the XSLT 3.0 test suite (mercurial) and they need to be kept in sync.

I deleted the INRIA copyrights statements as I understand we have permission to issue the schema under the W3C license.

Like the XSD 1.1 schema, the RNG schema is also referenced as a standalone document.
