Decided to accept comment 3 together with the following addition from Abel: A Note of some sort to emphasize that an empty *principal* package cannot be invoked directly, unless as a library package. Possibly adding that the cause of this is that the default mode is the empty mode which is not declared, but must be declared by default. Unclear, however, (from bug description): Note that XTSE3080 suggests it's only an error if there is a reference to the abstract component, whereas the statement in 3.5.3.3 suggests it's an error whether or not the component is referenced. MSMQ would prefer being "draconian". This could be quite workable with some "tweaking" for specifying wildcards. MSMQ is changing his mind... We clearly need to think about this and come back at the next telcon.
