approach in the previous email better (easier to understand).
MSMQ does not find the current proposal bad so does not think much
effort should be spent on improving it...

Abel points out that the Note in 3(c)iii could be misread as saying
you can't use xsl:initial-template with source node. You can if you
name the template xsl:initial-template explicitly.

ABr comments:

1: Case: calling environment does not support XML 1.1, but
the called environment does. What happens to any result character
that is in XML 1.1, but not in XML 1.0.

Also consider
- an xml file conforming to XML 1.0
- an XSLT processor supporting XML to 1.1
 and we have in our stylesheet
 <xsl:value-of select="codepoints-to-string(1)"/>

It seems we need to introduce an error condition for "cannot interpret
the serialized result".
