Editors, pease run the pubrules checker

I have made updates to the shared stylesheets to bring them in line with 
the new publication rules.  I also had to make changes to the 
Serialization and Data Model documents to fix some other validation 
errors.  They mostly fell into two categories:

1. Links to w3.org should use https not http.
2. Some style attributes are no longer supported by HTML5

Please run the pubrules checker against your document(s), and fix any 
errors as required.

I currently get two errors:

- Previous Version is missing.
Not sure why this is occurring.  Let me know if you have any ideas

- Required patent policy paragraph not found.
I think this is occurring because our paragraph is worded differently 
(because we are a joint working group).  This is ok to ignore.
