This is about the parameters to fn:transform() for invoking XSLT 3.0 transformations.

We’ve been looking at this and thinking about what recommendations to make, and I think it would be best if we discuss this first in XSLT WG and then bring a recommendation to the joint meeting.

(Give me an action to place it on the XSLT WG agenda).
