In XMLSignature 1.1 is X509Data/dsig11:X509Digest@Algorithm an unqualified attribute ?

The newly introduced X509Digest element belongs to dsig11 namespace.  

 But what about the Algorithm attribute?  Does that belong to dsig namespace, dsig11 namespace or is that unqualified?
