I have no problem with that, I just wondered if a note about the fact that there's no specific behavior being described by the Encoding is needed. Listing something as an algorithm when there's no definition of behavior seems a bit odd to me. It isn't even clear to me that it's intended for implementations to interoperate with respect to the Encoding attribute, other than providing the value to the application, so it makes no difference at all to the standard what URI is used. -- Scott
