ACTION-270: compare text of IEFT encryption to that in current draft from Magnus Nyström on 2009-05-12 (public-xmlsec@w3.org from May 2009)

This is in response to ACTION-270 that I took on last week's call. I have 
now compared the key wrap method described in XML Enc 1.1 Section 5.6.2 
with the key wrap method described in IETF RFC 3217 Section 3 as well as 
the key wrap method described in XML Enc 1.1 Section 5.6.3 with the key 
wrap method described in IETF RFC 3394 Section 2.2 (Note: the "indexing 
variant") and could not find any (technical) discrepancies.
